Why no ask for candidates rather than hacking away at the workforce?
Is there a financial or other reason Dell would rather push people out rather than ask if any want to leave?

"top performers", "talent" - neither of these are concepts Dell understands or has a handle on. Your fate is in the hands of a single manager with no concept of your skill set and is likely his/her self getting c-apped on by his/her manager who doesn't have a clue what they do either. Never work for this company.
WFH is a joke. Can't get anyone to do anything. ESSENTIAL in house workers doing twice the work. Ridiculous. I know of one woman who is so busy working from home that she just got a seasonal job at Target so she can socialize and get some exercise. 100% honesty here. WFH is legit scam and the people who have to report to office/plant are paying the price.
There are many ways to skin a cat. In my early career, HP offered a volunteer package. Unfortunately, I didn't qualify but I wished I could have. There will be more opportunities to "volunteer" in 2021. Drop hints to your manager, slack off with your performance, start a side business, etc. If you are 55+ you should be making similar plans/moves anyway. At that age, its just a matter of time because of your high salary. WFR can be a blessing - several months of severance, insurance and collecting unemployment. Not a bad transition to the next life stage.

Too many good people would leave, most managers want to use the WFR process to remove non performers or agitators. If it was voluntary, they would stay.
Dell is not an attractive company to work for an hence they want to keep control on who goes and who stays. A voluntary buyout program would make sense but as the other poster explained they are fearful of losing their top talent who would gladly take a buyout and then get a better job elsewhere.
I was VolunTOLD - nice severance BUT insurance to Cobra not ideal and really expensive. What a mess. Glad I'm gone!
Good question. How it was explained to me was Dell did a voluntary in 2013 and lost more talent than they wanted LOL.
