Wrap your head around this one. The tax cuts actually caused this! CEOs have to prove that they can increase profits steadily year by year. The tax cuts increased net income to $4.85 Billion in 2019. That puts them behind the eight ball, for "what's next". They can't ask for rate increases when they have huge profits. So, in 2020 they are taking big$ chargeoff of 300million and about that in 2021, the costs of the layoffs. This buys them time to prove their strategic changes are working.

Allstate (and corporate America generally) didn't use those tax breaks to hire in the US. They used them to buy back stock and enrich the Csuite

Overall costs for Allstate is lower when they outsource to India. Allstate does not have to worry about paying healthcare, USA wages, disability leaves, etc. kind of think of it as costing them pennies on the dollar overall.
