Yes, WARN Act doesn't apply here. That's only for plant closings or layoffs of more than 50% of the workforce at any one worksite.
If its >100, then they have to report it
I don’t think this action is subject to the WARN act requiring 60 days notice.
It’s not a plant closure nor will it be a high enough percentage in anyone one location to qualify. It’s a pretty high bar to cross.

November 2,2020 is the last day they can have a layoff. The Feds require a 60 day notice for large lay off. Cambridge HQ was expecting some kind of Congressional package to come through that is why the layoffs have been deferred. Your tax dollars have been paying your wages and only deferring the day reckoning. There is life after PWA and some will see it is not the best game in town.

People have been laid off while they’re on vacation. If you’re on the list you’re on the list it doesn’t matter where you are.
I get it, it’s a scary thought because the reality is close. But remember, the reality of getting laid off is always close. Long gone are the days of working at a company for 30 years and not having to worry. That’s just not the corporate environment anymore. Do what you can to be prepared, and try to find calm in the midst of all this chaos.
Could you milk two weeks sick time? - sure; Got a Dr's note? Or, go to Florida, hangout, get "exposed", then come home and quarantine for two weeks - but wait, aren't you just sitting at home now waiting for the hammer to fall anyhow?
Exempt employee means just that. You are employed at will. You can be let go at any time for any reason, or no reason.
