What s—s is even if managers are demoted they are protected. That % of the population is not subject to the layoff. So if you are in a group of 20 and that includes 1 manager, 4 supervisors and 15 grunts. (Grunt here) and after the restructure, there are 1 mgr and 2 supervisors, since its been determined that what remains is the structure needed, then for the grunts, the odds of laying off at lets say 20% just went from 1 in 20 or 4 people total, to 4 of 15 people will have to go to achieve "20% departmentally"
