Tell oracle you have a bunch of $$$ budgeted for cloud services, and that you want a quote for bare-metal OCI cpus so that you can run Oracle's own DB on it.
Hint: the reaction won't be unlike stirring up an anthill with a stick, as they spend weeks trying to figure out if that's something they can sell, let alone address the customer's needs.
