Another contributing factor has to be the reward and advancement structure. You combine generalist strategy for people management, high profile/sponsorship, and quick advancement. Together, they incentive people to chase signature accomplishment, no matter the business justification. Classic "make the data fit the decision" instead of letting data drive the decision.

This is how we have progressed multiple projects that are not making expected returns (even before covid). The projected returns were a pipe dream to begin with.

Have to admit that the last reorg was a disaster and played a role in the current layoffs by not getting it right. A consultants dream. New titles, more boxes and added tons of bureaucracy. This level reports to this new level and supports that level over there, new VPs of this that and other....

The old functional organization (EMPC, EMDC, etc.) wasn't very efficient either. Supposedly designed to leverage skills and manpower globally, but the realty was that it created entrenched silos that defeated the purpose.

To truly streamline and allow proper prioritization of manpower and funding, management layers need to be very few, with absolutely clear line of sight reporting and responsibilities for those under them. Give projects a goal, fund them and then leave them alone until time to assess performance following year.

Creating "collaborative" boxes on an org chart doesn't work if your processes and culture encourage other behavior. This is not hard. Why does HQ struggle so much with it?

Make them operate in the countries they are outsourcing to. Impose massive taxes on them in US.

Management gave outlandish unattainable goals to engineers months before the PIPS. None of it was realistic. They knew it was not only unattainable but dangerous. It was the precursor to your PIPs. The meetings were laughable.

I knew a couple of engineers that worked for EMRE. They were good engineers but agree management was terrible but this is an issuer company wide with management. It’s terrible.

@qnj+17FZE7xm - I am not surprised what EMRE did to you. EMRE is full of incompetent folks with very low self esteems, they know they are incompetent, no good and getting paid a lot. EMRE has the worst of the worst vindictive and back stabbing ruthless thugs. I can say the entire Process Control Applications and Systems folks are so thoroughly worthless up there, they destroyed careers of many good engineers and have cost the company tons of money and they are still there!!! It's amazing they do not get chopped. So called DTLs, advisors and a bunch of bull sh–ting names, doing nothing.

I got PIPed earlier this summer for not advancing a project due to poor economics. I had leadership buy-in from the plant manager down to FLS level to go a certain way because we agreed with the data set in front of us. The leadership back at campus didn't like the decision and wondered why we weren't pursuing the project after my predecessor had touted multi-million dollar savings. I explained in great detail how the savings just wasn't there and whoever gave them that idea did not have a clear picture of the situation at the ground level. A few months later I was PIPed and that specific project was mentioned in the discussion even though I had brought over $5M of real world savings to the table in other initiatives. Reality was they were looking for someone to ramrod the thing through to the finish line and twist the arm of everyone involved to polish up a business value number. Completely unethical in my view and was not something I was willing to take part in.
