I am deeply sorry to you all who get the short straw. I can't treat people this way and I ask you other leaders to call this out.

I can tell you as an MRO if one of my SROs gives someone more than a 6 I am questioned by my director. I had one guy give a 9 to someone he truly felt deserved it and I was called by the regional VP to explain how this could have happened because "we don't give 9s" to anyone.
It is just a tool to put employees in a position to be let go should they choose to do so.
Simply put . It is not the 9 block problem. It's how they used it. 9 block is good idea but they just throw people they want to remove to low ratings doesn't matter if they contributed or worked well. They want you out = low rating. So low rating = performance improvement plan pip. = not able to perform. If they are genuine to help and coach employees, they will not give surprises or unfair ratings . They are just playing around with the tools.
They = CEO, layer 2 those below Jeff Storey CEO, all silly leaders they call themselves. Check their pockets and bank accounts, fat cheques and money. They are not here to help you, they are here to get rid of you.

that want to you to give a low rating because then the layoff pkg you give them is almost nothing. so the more low reviews, the more cheaply they can get rid of you (pathetic evil corrupt company) . so glad i'm out and not working for this horrible company anymore. i'm not working for any company that sh–s on its own people.
It goes to show that reviews are not necessarily determined by employee performance alone. Often the largest determining factor in a review is budgets-face it money screams. They want to justify not giving raises or even bonuses so they knock points off a review score just enough to justify no raise etc. I've seen this before in other companies I've worked for, nothing new but it still s—s.
Yeah, its review self assessment time again-this time what a joke. All the reviews and write ups are now done by either a bot or a person several layers above us that don't know a damn thing about the employees they are reviewing or writing up. It's all based on numbers only and no meaning behind the numbers. All I'm doing now is working to meet the numbers and not one goddam thing extra. there is no more reward for going above and beyond especially with technical expertise.
Why do you "have" to give good employees low ratings?
You have to give low ratings to perfectly good employees! If that doesn’t tell a story then nothing will! What a bunch of weasels! They fail and you get the shaft! Dysfunctional! Don’t hold the Executives accountable for any of their work! For what? 65 grand a year? Go duck yourself!

At some point, integrity comes into play here. Leadership doesn't operate with it, but that doesn't mean you must follow suit. Eventually that means being ready to walk.
The 9 block has always been a lie. The same goes for “performance” based pay increases. I guess some animals are more equal than others....
Forced to do anything to appease those people is beyond recognition! They shed a ton of employees with the RIF and Vspp and look, it’s never enough! That company is doomed to fail at their own incompetence! I don’t trust any of them anymore and that’s exactly why I departed. There’s no way you can win or keep a job! Sorry, hire India and continue to do rework over and over and wonder why the numbers are down! They are too stupid to understand that!
So are you actually doing something about it or just running here and whining. This doesn’t help anyone.
