the fiber side can also be union. it is illegal to deny employees union representation. any employee wanting a union only needs to reach out to the union organization to begin the process
The government accounts were rolled on the fiber backbone of deregulated side.

Copper of course. Regulated side. Government will step in at some point. 911 airports and other government facilities, have to be maintained.
