I am early in my career and would like to switch industries instead of E&P. If I don’t complete talent profile will that help me leave and move on? Is it legal to volunteer?

If you’re young get out of this god forsaken industry. There is no future on this business. Move on! Do the right thing.
Don’t do any work and tell your boss your not happy. I heard it happens.

Yes, there will always be SOME jobs in the oil industry. If you keep your skills current, work harder than everyone else and are lucky, a career is still possible. That said, it will be an ongoing struggle. The boom/bust nature of this business makes it so.
The 80s and 90s were bad. This time it's much worse. It's not going to get any better either. There are too many factors moderating demand and too many unconventional well locations left to drilled. Every price pop will be met with a surge in supply and another price crash. We all know what happens then.
If you have the stomach to put up with the constant threat of losing your job and can meet the other criteria, then by all means stick it out. If you're young though, there are better career options are out there. The money may not be as good, but you'll have greater long-term prospects. Odds are you'll have to make the change someday anyway, better to do so when you are young and it's your decision. Once you hit 50 a career change will be much more difficult, especially when it's forced on you.

This reminds me of the 80's and early 90's when there were layoffs after layoffs in the oilfield. Parents were telling their kids, "Whatever you do, don't pursue a career in the oilfield". When things began to turn around, there was a huge age gap in the oilfield demographics. The oilfield pays really well provided you can keep a job. Keep in mind, regardless of the Green New Deal, the oilfield will always be around, but not for everyone that wants a job in the oilfield.
The talent profile is not as important as you think. Complete it so you are showing you will follow through on their requests. Make your position clear with your supervisor and have them bring it forward. That’s the best approach as we get closer to the end of October. Good luck!
