No, you do not get paid for floating holidays, which is why you should always use your FH first, then COV.

Yes, unused accrued vacation gets paid to you as a lump sum in your your paycheck by the last pay period (end of your 3 months). You can reach to HR and request additional detail to the agreement, such as your number of unused vacation hours still owed and time of payment.
I had it confirmed By HR, that I will receive PIL for my unused COV from 2019 and unused 2020 VAC. I would imagine that this will only happen once I am off of the payroll, in November.
