About 70% being retained through results of assessment and performance. BTE both 2018 and 2019 with over 3 years tenure don't have to be assessed and automatically start filling that 70% prior to assessment results.

We were told this also. It is Better Than Expected for 2018 and 2019 AND over 3 years tenure. Not "OR over 3 years tenure". Those folks were in a meeting this morning. I talked to two of them.
Not true. Someone in LDU been there 20 years and got assessment..
