Jobs have been being transferred out of China for awhile all over tech because of security issues, and they've been going mostly to places with names like Pune Chennai and Bangalore. Indians work 12 hour shifts at 1/5th the price with no benefits and are taxed a lot less. Why would VMware bring those jobs back to the US?
Nationalized Indian banks use Horizon and have previously indicated reservation about Chinese software since PLA and PRC government own all hardware and IP developed in PRC.
