As an engineer at heart, I want to see the data behind this "performance based" layoff and unfortunately, the only way we can do that is to crowd source data.

The first sign that there was about to be some screwings going on was when the cap on RGP was lifted. The old system didn’t allow a manager to drop an employee more than 19 points (1 quintile) in one year, all of a sudden you’ve got some employees being dropped multiple quintiles, most of those having never had any negative performance feedback.
It’s a lay-off being lied about by the company.
It will be a good idea to publish the rank history of every people that had been piped. Just to demonstrate that the performance and ranking process is failing. Why not to say or be direct to say layoff?
No because is going to cause a bad reputation to the company. Trying to cheat and not to tell to the employees the true, it is is a first symptom that company is failing in its principles, yes the one that the company defends when they are hiring new people or the one s when they speak to the public. When you try to look great like good executive, you do not use and says lies or cover the true.
This is dedicate to the person (100% legal and vote 8% forever), you are just a number, besides if you make that kind of comments your are a good EXXON DRONE or a brown noser.

Forget about it. Move on. What is so special about the analysis? They simply decided to reduce headcount. Yes, they changed their ranking process (100% legal). At the end, one way or another, they'll achieve their target headcount. I personally vote to keep it at 8% forever.
It would also be super helpful if PIPed people could publish their rank history: Anyone know a good survey tool to do that?
