Did Barnes and Noble get a loan from the government? Did they violate the law by terminating furloughed employees?

Taking PPP doesn’t mean you can’t layoff
It says, right on the form we got in March:
We can bring you back, or we can terminate the employment.
You can locate new work and also terminate the employment.
What laws are being violated?
Furlough does not guarantee a return to active employment.
