Seems like a personal threat to me, and actionable (assuming the threatened party recognize who this is). This person has persistently threatened to “settle a personal score” in dozens of posts over a long period of time - if they were going to try to settle it legally that would have already happened. If they are unstable who knows what they are capable of?
How are you planning to settle the personal scores?
