do we get paid out of our unusues PTO if we get Riffed, laid off, etc? Is this why everyone is being told to take their PTO days every week?

Both posters @7jvq+15R6hZhr and @8mdd+15R6hZhr are correct about hanging on to the PTO days.
I was RIF'd last year and it was the same set of severance benefits.
To Post ID: @7jvq+15R6hZhr yes you are right. I was RIF'd too. So I would hang on to most of my PTO days if I were still here and then in Oct start using them but keep 10 to carry over. Maybe they will make an adjustment that you can carry over more.
I got clipped in the June round. You get: paid for a 2 week non-working notice, 2 weeks pay X number of years employed, pro-rated STI payout and accrued PTO payout. You can take it either as a lump sum or paid out every other week. If you take the long term payout, you keep the medical benefits.
To Post ID: @3pzo+15R6hZhr , this is absolutely true. That is why it's being communicated that you should use it. If you don't want to take it, don't. Wait until later in the year. You will get paid for all unused PTO in a lump sum.
PTO is a liability they have to carry on their balance sheet. You take it, the liability goes down and they don't have to pay you as much for unused PTO when you're fired.
Don't worry though, the pond scum at the top will do just fine.
I was just RIF'd and our Manager kept encouraging us to take PTO. It's more they have to pay out if you get RIF'd. Take it when you feel like it. Carry over 10 days. Don't let them rule your earned PTO
yes, yes.
Yes, you get it paid out.
