What if we had a federal tax for large corporations equal to the percentage of workforce employed or contracted abroad? 10% staff located in India and Ireland? 10% tax.

Allstate doesn't have an office in Ireland (the country that's a tax shelter), it's in Northern Ireland (which is part of the UK).
Ireland is a tax shelter for American companies. India is cheap labor. Globalization of the economy is causing us to compete with them. It is not a very fair comparison. We need to protect our jobs.
