The company should waive testing requirements for 6 months. Maybe would help with technician movement.

The TKT II will probably be changing soon, too many answer sheets and information being passed around amongst techs.

There test are easier than BellSouth’s was. Passed a requirement test just ahead of all this moving around.
Testing determines if someone is "basically" qualified. If they deliberately refuse to test, they'll have a hard time discharging the tech for poor performance because they never ascertained that he/she could do the job in the first place.
They want high cost headcount off payroll to be replaced at some later date with lower cost headcount that would have fewer benefits. They like contractors because they don't complain, get paid less, and are hungry for work. Because of tax incentives companies get, US badged employees can not compete. If the GOP cared when they gave tax relief to billionaires and corporations it should have been tied to maintaining a stable workforce with net incremental pay increases. Instead they can deduct the costs of moving work off shore. If ATT moves work to India they can write all of that expense off and take millions in cost reductions on the balance sheet. If you were to move to Texas, you can not deduct that expense. 3 years ago you could have. But our 'tax cuts' were not for you.
