Isn't AT&T talking about layoffs? What's with all the job openings?

It’s a sales role that had been trialed in one region. They’re now rolling it out to the other two regions, and rolling it up to the national business select sellers. They’re real jobs. They’ve moved the two regional vp to over those mobility jobs.
The goal of one business rep is as high as entire store with no overhead. Plain and simple pay someone $80k to get you 80 CRU/month. Some of us in National Business have been looking at those knowing we could be cut. Unfortunately many people that will get those positions will be do nothing store managers trying to get out of the pressure of retail.
Let me get this straight. So AT&T has announced the closure of hundreds of stores, yet they say they have hundreds of openings?? Being that I've been with the company for a while, one of two things is happening here. One, they offer a surplussed union employee a job they know that they will not take, thus separation from the company or two, these are the last resort jobs "IHX" offered to non bargained surplussed employees. Either way, another class act by AT&T.
It is a smoke and mirror approach. The jobs don't exist. I have seen this time and time again. It's all about "we added new positions to replace surplus workers, but no one took them"
Just an my thoughts, not based on fact.
Some union contracts require that employees be offered a job if they get laid off. There are no jobs, so the company is creating jobs- jobs that most people won’t take and if they do , they won’t last in them.
