I found that few persons name were not in the new organisational structure. What does it mean, that the few persons were going to be terminated?

They went from 20 presidents down to 4. That should tell you everything about who is getting let go.
They are taking the approach were a few people with top control can easily communicate with the CEO. This will create much less confusion and stop a lot of the infighting between 20 something groups.

For the most part, yes. 2/3 of the former management structure are not sticking around. So if you didn't see their name, there is a good chance they aren't staying. Some of the ones who are staying will have to take a demotion (in title).
