Will HR or our first line manager call people to notify them? Is RA over yet

Since my first line manager was laid off, it was my manager’s boss who did the laying off.
HR is in Brazil.
Is HR sitting in India? New CEO may already be working on moving as much jobs as possible to India , his home country. Has IBM sponsored H1B visas this year? HR should answer. Great move little a Blue laying off people from US, and at the same time hiring in India, sponsoring H1B during a pandemic. Namaste!
HR is an invisible entity that even directors have a hard time getting a straight answer from. You should have heard from your manager Thursday. If you were both around and you didn’t get a call, congrats...you’re safe for 3 more months.
You should have heard yesterday in the US unless there was some reason preventing you and line manager setting up a call.
Otherwise consider RA done
first level manager. you will never hear from HR. I don't think there is even an "HR" left in the US.
