I've read about RAs at various locations, but it seems like Silicon Valley Lab is not impacted by RAs. Interesting.

From my org, at least four younger (less than two years experience) software developers were RA'd from SVL. Including myself.
There were layoffs at both Almaden and SVL. This may be the end of Almaden - it has been losing more money than expected for years and may be shut down, especially since they have too much competition now from the rest of Silicon Valley. When Almaden opened, it did not have much competition, and IBM was a respectable company to work for, and did meaningful research. Those days ended starting in the early 2000s when Google hired away everyone - the place has been emptier and emptier since them.
Untrue I read that people at SVL got laid off seemed like. Mostly (Non tech) though I believe.
