So tired of people posting on here with interesting stuff but nothing to back it up. How about a screenshot or some proof instead of speculation?
Dial tone is regulated, dsl is not. They are leaving some small business in Consumer that have needs and habits like the residential. Meaning the small LLC and Single Owner. The email does stay stand alone Consumer. How the government enforces the regulation on dial tone has gone down hill. If the company can prove it is not worth the cost, they don't have to put it in. Its not like it was back in the 80-90's.
Really they say consumer but are not saying regulated, waiting for that segment to be spun off and called something else to limit or side step liability to the FCC. The facilities will be the same till they figure out how to split regulated and National L3 in the same building.

First thing I thought when i read that. Consumer setup for the k–l. And your backwards on cuts. Voluntary already offered. June is involuntary.
What departments
