If they want to cut just 10% they can easily find people who never work, not even 1 hour a day. If you want to lay off you can also find people who work 2 hours day, plenty of lazy people all over.

I believe they are assessing the situation what happens if qcom lost 50%, revenue, 30% revenue, how long it can survive with cash and debt. Economy Going to hit the severe depression, it need to preserve the cash, so possible that they start with 5-10% lay off at the beginning but not until July/August

If I say no lay off means I am lying. 20-25 % imminent in few months. Or maybe in phases. New grad hiring will continue all the time.
