Are the plants located in shutdown states still working? Considered essential? If they are shutdown are the workers being paid?

In the UK Greengate is classed as a essential business because of the pumps and spares for the Water utilities
Son tell all refineries on West Coast shutdown last week. No new gasoline.
From what I have been told, since NOV is in the "Energy Sector", it falls into the category of essential business. For example, California has shut down, but the Orange facility is still open. Outside of the US, it probably depends on local governmental direction and laws as to what is going on and if people are getting paid.
