The island of Luzon, which is where Manila is in the Philippines, is under quarantine because of COVID 19. Companies are closed down. All work offshore, moved back onshore this morning, until further notice because the buildings are closed. Oh and the volcano is smoldering again.

Confirmed! Onshore overload happening
The quarantine is for the same reason that it was before - to stop the spread. Not all work was moved back onshore - perhaps for your line of business, but it’s the reason vendors are required to have multiple sites - so they can send work to another site if one goes down.
