Probably it will allow them revisit their earlier plan and increase number of lay offs.

Hogwash! The Office of Central Decisions and Business Excellence care deeply about morale. And other stuff, even more.
Ravi and Brewer before him have made major cuts in IT all but 2 years starting 2012. They stopped caring about employee morale a long time ago.
Why wait? You can always have one now and later.
It used to be that after a layoff they waited some time before the next one. Maybe to try and not demoralize the workforce. But that behavior is long gone and management could care less about how the workforce feels. There have been big layoffs and continual micro layoffs for the last couple of years.
Wishful thinking I know people who have already been sacked lah
