Contractors splicing cut cables

This has been going on since last summer in Phoenix. We find a cut cable (any size) and instead of staying and splicing it were told to go home and contractors will splice it. Has any other areas had this happen to them? Also the same goes for x boxes that are hit or completely ran over. Contractors get the work and we’re told to call in the blue stakes and go home.

Here in central Florida Contractors do ALL the splicing well 97% we only have like 3 splicers left in company trucks if that now a days...contractors have been doing our cut throughs our throws our splicing, splice repairs, fiber splicing, x-box replacements, and maintenance. this has been going on here for the last 7 years and the last 4 they do more work than company techs — these guys are making bank while you get your 40 and go home—yeah i know west coasters claim to be working tons of OT well here in CTL .Fl. i worked 600+ hours OT a year for the last 4 years and then..........wham 40 hours —the writings on the wall —read it

Had a whole bunch of cut fibers last summer, after contractors spliced, we had trouble tickets for months, split pairs, bad splices. Sure they saved money on that plan.
