Can an LL6 spite a quitting employee by putting negative marks on their record?

Unfortunately, there are supervisors who will when asked, provide a very dull review, casting doubt for the hiring company. If they didn’t like you at work, they are not going to change their tune after you leave. It’s not right, it’s hard to prove, and it does happen within FMC.
Not really. A decent hiring manager will ask the former LL6 what they thought of the employee. Beyond that, there may be some mechanism for flagging an employee that was fired for stealing, p–n or whatever, but you are talking about quitting.
