All the work has come to a screeching halt and there are no signs of things improving. I'd probably say we are about 75% slower than normal there.

I also work for GBS and 90% of the practice is on the bench and no pipeline. Four co-workers already on the PIP.
No pipeline? Sounds like a sell to me.
I work in North America and we are experiencing the same thing. All work is on hold and there is no pipeline of business.
