Insights into the new focal process

Does anyone know how this process works? It seems inconsistent throughout the fab. Some groups have heard nothing of it while some managers say their teams can choose to send or not to send bullets. I feel like my performance is in the hands of some arbitrary slider.

Most everyone had to have it in before end of January. Hard close/no changes allowed Feb 14th. Messages given mid march with salary change effective April 1st. Biggest changes to APB and separate promotion budget but rate of advancement is still too low to achieve retention of the brightest.

Focal change is purely cosmetic. It is still the same old patronage system that created the nepotist power lords who rule the corrupt empire.

All the bull* focal is biased and unbased. At least in the old days, some principal engineer can honestly size up merit and objectively reward hard work. Nowadays, talkers and phoney principal engineers overtook the focal process, yes, propping their minions. no road ahead for hopeless engrs trapped in a sinking ship.

They have different guidelines but they are following the same ranking system as always all fighting over their own people while attacking others, this time with no one page summary. Same arbitrary biased process, different name.
With the old process at least it helped to update for resume at the same time...

I think the. New process is less work, but will not reflect actual performance.... it will reflect “recency” what have you don’t lately vs the whole year. I would send bullets ASAP and confirm they got them. Could be too late some due last week.
