ADVERTISING TEMPORARY BORROW-OUT POSITIONS FOR RCO QUALIFIED CONDUCTOR/SWITCHMAN IN ZONE 100 HUB
THERE IS A TEMPORARY NEED FOR RCO QUALIFIED ZONE 100 HUB SENIORITY DISTRICT TRAINMEN TO BORROW OUT TO HOUSTON SENIORITY HUB WHICH INCLUDES, BUT IS NOT LIMITED TO (YARD, LOCAL, ROAD) HOUSTON, BLOOMINGTON, KINGSVILLE, BROWNSVILLE, AVONDALE, LIVONIA, BEAUMONT AND ALL AREAS COVERED BY THE HOUSTONHUB. KANSAS CITY HUB TRAINMEN INTERESTED IN "BORROWING OUT" MAY MAKE APPLICATION UNTIL 3/07/2020 UNTIL 11:59 CST. SENIOR BIDDERS WILL BE ALLOWED TO BORROW OUT TO THE VARIOUS POINTS PER THEIR SENIORITY. BIDDERS WILL NEED A VALID DRIVERS LICENSE AND BIRTH CERTIFICATE TO OBTAIN A TWIC CARD.
OTHER CRITERIA:
1) EMPLOYEES WHO ARE NOT YET AT 100% RATE PROGRESSION WILL BE PAID 100% WHILE BORROWED OUT. UPON RELEASE EMPLOYEES WILL BE RESTORED TO THE APPROPIRATE RATE PROGRESSION.
2) BORROW OUT COMMITMENT: BORROW OUTS MUST REMAIN AT THE BORROWED OUT LOCATION FOR A MINIMUM OF 60 DAYS AFTER QUALIFICATION UNLESS RECALLED TO THEIR HOME TERMINAL BY CMS. BORROW OUTS WHO VOLUNTEER TO RELEASE THEMSELVES PRIOR TO MEETING THIS REQUIREMENT WILL BE DISQUALIFIED FOR THE RETURN TRIP AUTO MILEAGE REIMBURSEMENT AND WILL FORFEIT ALL CLAIMS FOR THE BORROW OUT BONUS WHICH MAY RESULT IN RECOVERY PAYMENT PLAN.
3) REQUIREMENT FOR HOME VISIT: MUST STAY MARKED UP FOR 30 CONSECUTIVE DAYS (NO LAYOFFS INCLUDING PL/LV) AFTER INITIAL QUALIFICATION. BORROW OUTS WILL BE ALLOWED 4 DAYS OFF (LM STATUS) WITHOUT PAY IF THEY SO DESIRE AND MAY CHOOSE THE OPTION OF BEING PROVIDED A PAID FLIGHT HOME OR REIMBURSED AUTO MILEAGE. SEE SECTIONS: TRAVELING BY PERSONAL AUTO OR TRAVELING BY AIRPLANE.
4) TRAVELING WITH PERSONAL AUTO: BOTH THE EMPLOYEE AND COMPANY ARE SUBJECT TO IRS TAX AUDITS. THOSE CAR POOLING WITHOUT THE USE OF THEIR PERSONAL AUTO ARE NOT ENTITLED TO REIMBURSEMENT. ONLY THE EMPLOYEE WHO ACTUALLY DROVE THEIR PERSONAL AUTOMOBILE WILL BE REIMBURSED THEIR AUTO MILES. THE MAXIMUM REIMBURSABLE AMOUNT IS EQUAL TO THE LOWER OF: A) TOTAL MILES DRIVEN USING MOST DIRECT ROUTE OR B) A RECENT AIRFARE QUOTE FROM MY UPTRAVEL, UNLESS IT IS THE FIRST /OR LAST TRIP (TO/FROM THE BORROW OUT LOCATION). THE EMPLOYEE MUST LAYOFF (LM) AND PROVIDE TIMEKEEPING WITH ALL GASOLINE COMPUTER RECEIPTS SHOWING LOCATIONS, DATES, TIMES, AMOUNT OF PURCHASE (NOTHING ON A GASOLINE RECEIPT SHOULD BE ALTERED). THE RECEIPTS SHOULD REFLECT INCREMENTAL DISTANCES BETWEEN POINTS OF TRAVEL. RECEIPTS SHOULD BE FAXED TO 402-997-3954 OR SCANNED AND EMAILED TO TKOPSFAX@UP.COM.
5) TRAVELING BY AIRPLANE: AIRLINE RESERVATIONS SHOULD BE DISCUSSED WITH YOUR MANPOWER CLERK WHEN OFFERED TO BORROW OUT, RELEASED FROM BORROW OUT, OR OPTING TO FLY HOME FOR HOME VISITS. AIRLINE RESERVATIONS THROUGH TRAVEL AND TRANSPORT MUST BE MADE A MINIMUM OF 14 DAYS IN ADVANCE OF TRAVEL. ONCE THE FLIGHT IS REQUESTED AND APPROVED ANY CHANGES OR CANCELLATIONS ARE NOT PERMITTED. SHOULD THE FLIGHT BE CANCELLED OR CHANGED IN EMERGENCY THE BORROW OUT WILL BE RESPONSIBLE FOR ANY CANCELLATION OR CHANGE FEES.
6) PER DIEM: A NON-TAXABLE $35.00 PER DIEM ALLOWANCE WILL BE ALLOWED FOR EACH CALENDAR DAY OF FULL AVAILABILITY. (FR) TIME OFF WILL BE TREATED AS BEING AVAILABLE FOR PER DIEM PURPOSES PROVIDED THE BORROW OUT PROTECTS SERVICE IMMEDIATELY FOLLOWING THE EXPIRATION OF (FR) TIME OFF.
7) BORROW OUT BONUS DAY: RATE IS EFFECTIVE RATE IS EFFECTIVE 7/1/2018
A BONUS OF $151.92 WILL BE ALLOWED FOR EACH CALENDAR DAY OF AVAILABILITY. THERE ARE NO EXCEPTIONS TO ALLOW A BONUS PAYMENT WHILE THE BORROW OUT IS IN (FR) OR (LM) TIME OFF. THIS ALLOWANCE IS APPLICABLE TO FEDERAL AND STATE TAX LAWS HOWEVER IT IS NOT SUBJECT TO RATE PROGRESSION.
8) BORROW OUT BONUS DAY AND PER DIEM NOTES: BORROW OUTS WHO ARE QUALIFIED DISPLACED, OR CUT FROM AN ASSIGNMENT SHOULD IMMEDIATELY CONTACT CMS INBOUND TO PLACE THEMSELVES. THE TIME SPENT ON THE BUMP BOARD WILL BE CONSIDERED UNAVAILABLE TIME IF AN ATTEMPT TO PLACE TO ANOTHER ASSIGNMENT IS NOT MADE WITHIN 3 HOURS OF THE FIRST ATTEMPT TO NOTIFY OF THE DISPLACEMENT (OR WITHIN 3 HOURS OF BEING RESTED IF NOTIFIED WHILE WORKING) AND MAY RESULT IN LOSS OF THE BORROW OUT BONUS & PER DIEM FOR EACH CALENDAR DAY SPENT ON THE BUMP BOARD. BORROW OUTS ASSIGNED TO JOBS WITH REST DAYS, MUST ALSO REMAIN AVAILABLE FOR OFF DAY WORK. FAILURE TO ACCEPT CALLS ON OFF DAYS WILL RESULT IN THE LOSS OF THE BONUS DAY AND PER DIEM.
9) GUARANTEED BOARD(S): IS NOT A PROVISION IN ADDITION TO ALL OTHER EARNINGS. IF ASSIGNED TO A GUARANTEED BOARD AT THE BORROW OUT LOCATION THE BORROW OUT WILL BE GOVERNED BY THE EXTRA BOARD AGREEMENT AT THE BORROWED OUT STEP RATE AND THE (LM) TIME OFF WILL BE CONSIDERED A PRORATED ABSENCE AND WILL NOT COUNT TOWARD THE APPLICABLE FORFEITURE PROVISION.
10) VACATION: IF ACCEPTING BORROW OUT STATUS, AND YOU HAVE A SCHEDULED VACATION DURING SUCH BORROW OUT PERIOD, YOU MUST ACCEPT ONE OF THE FOLLOWING OPTIONS:
- TAKE THE VACATION AS SCHEDULED.
- MOVE IT TO A LATER PERIOD (ONLY IF AN OPENING ALREADY EXISTS AND ALSO SUBJECT TO EXISTING APPROVAL PROCESS AND ASSIGNMENT THERETO).

IF NOT OPTIONED IN 1 OR 2, YOU WILL BE PAID YOUR VACATION IN LIEU.
11) FEDERAL REQUIRED TIME OFF (RSIA): TIME OFF UNDER RSIA IS APPLICABLE THE SAME AS IF YOU WERE AT YOUR HOME TERMINAL.
12) SUCCESSFUL BIDDERS: WILL BE RELEASED TO BORROW OUT IN SENIORITY AS EMPLOYEES WHO BACK FILL VACANCIES ARE AVAILABLE.
13) LODGING: WILL BE PROVIDED.
14) CLASS OF SERVICE COVERAGE: POSITIONS MAY BE REQUIRED TO WORK YARD OR ROAD AND THE NUMBER ASSIGNED WILL BE BASED ON MANPOWER NEEDS AS DETERMINED BY CMS.
