We lost two people nearly a year ago and we are still waiting for their replacements to be hired. Of course, we are doing all the work in the meantime. Is this just a new way to force more work on us without giving us a raise? Promise us help is coming and then never actually hire said help?

Just tell the front lines to sell sell sell.. meanwhile the people who can actually do the work have long gone or got WFR.
The biggest problem you have in the UK is the 'useful id–ts' who work themselves to death whilst claiming to their colleagues that "I am doing it out of loyalty to my Client, not DXC". They are, of course, doing it in the hope that they will be spared the WFR sword....... the best word for them is Cretins.
thats why they have execution problems. many projects are not profitable. especially in the uk /germany region.
Yes. More work for existing team members. Also, being asked to work on areas not related to your skills.
Result - skill atrophy, depression
Outcome - Force people to move out (so no layoff payments), or if they continue stay... give them Negative performance rating...and push them out....
For all this... you have to be better paid than the minimum wage.

I posed the same question to my manager after losing key resources on our team and his frank response was that DXC processes were working exactly as designed...meaning it was the intention to make it extremely difficult to fill a vacancy. The focus was on cost cutting and not hiring. Sad but true...

No, it's far from new. They've been doing it for 12 years now

Yes and yes! I however have been refusing to play the game. I do the minimum amount of work I need to so I won't get fired. I plan on being out of this place by the end of June (on my own terms!).
Yes we are doing our jobs the best we can, but it's not good enough to meet contractual requirements. But Management doesn't really care. No projects are given priorities and when asked I am told they are all HIGH priority. MANAGEMENT is clueless at least at the levels I report too (L5/L6).
I do see some job requirements being filled on the Run team I am involved with, but they are not from the outside. Just moving people around.
With DXC's bad reputation accruing under Lawrie's rein his emphasis on cutting, WFR and cutting to boost the share price, to pay himself more and more £millions, cutting employees moving costs to lower cost centres in the world you will have to be a bit barking (under Lawrie's rein) to consider a role in DXC.
Sal has taken over but is he turning things around quick enough for DXC to succeed or not ?
If you're still getting work done a year later, they'll see more WFR opportunity.
Yes - this is exact model. lay off or wait till they people have enough.
Hiring was and probably still is a non-existing thing.
So - keep on working doing a your job and a job of lucky guys who left the sinking ship.
