I am hearing of a merger happening from outside sources. We have had an approval of second round layoffs that are going to happen. Is anthem the merger? Weird email from HR about dress policy a lot of elevator talk about all of this. Seems like people are looking to leave really really fast.

As a former long-term hcsc emp, there is no doubt a merger is on. All of the HCSC housekeeping going on right now is pretty standard procedure prior to a merger. HCSC is a small company in the big picture of health insurance companies and needs to gain traction on a much larger scale. Either in the PBM space (all of the other major payers have done one and I am thinking Walgreens or Prime if they do the pbm act) or with with another large Blue's organization if they go that route. My bet is on Cambia (in 2000 HCSC/Blue Texas tried to do a Regence (cambia) merger as they are also non-investor owned but it fell apart. And stop all the dress code banter – that's just "noise" in the background and the employees were dressing like slobs and needed a clean-up-their-act reminder.
A senior level executive over IT. (Let's call him Mr. "M.R.") confirmed that there is a merger happening during an all hands meeting recently. He didn't say when or with who, however, that is the reasoning he provided as to the reason for the dress code change in addition to the layoffs taking place. This week major projects got canceled as well, claims got hit hard. Many contractors have been terminated in addition to the 400+ individuals impacted.
This is far from over.

400 middle management but then 1000 (? i believe) more entry level positions to fill per internal email
Have received confirmed news about a third round of layoffs. Not sure when the date for it is. This will be the lower tier of employees. What I hear is managers and below. Company is for sure getting ready for a merger. HR has been on here doing damage control too.

As I said, the second round layoffs happened/ happening. Don’t get get mad about something you don’t want to believe in. That’s fine if you don’t want to, but sometimes people can’t give up the source because “you” want validation for yourself.
Have you seen the way the XP people dress?? Walking around with their gut exposed in their torn pants and 90s t-shirts with one hand down their pants. This is not the image you want your company to project.

There’s a difference between gossip and expressing concern. I understand people expressing concern because they’re worried about losing a job. Gossip is something else entirely. It’s sharing unfounded claims and things that have no basis in fact. There’s usually an unnamed “source.” Please State things truthfully. If it’s a rumor only, say it. Rumor. If something actually happened, like an example: 20 people in a division we’re definitely laid off today. Telling people what actually happened is helpful. Making up things is not at all helpful.
People gossip when they are nervous, it helps them express their concerns. There is no need to be mean on this forum.
Who is the mysterious "outside source?" And the dress code message is m ore about addressing people who are wearing pajama bottoms, torn jeans, c-appy shoes, low-cut tops, too-tight tights/leggings - things that are inappropriate for work. Wear those things to Walmart if you want. Not to work. The policy isn't really restrictive. I am tired of seeing people in shameful outfits. But the policy does not mean you have to buy an expensive wardrobe. That is really an overreaction. I'm glad I won't see people dressed like trash at work. I hope managers enforce it now. And if there is a merger, what are you going to do about it? You can gossip all you want but it does not change anything. There have been so many employees complaining on internal social media. That is so funny. Do they think HR isn't looking or that their supervisors don't see what they are doing? they should be worried about their jobs. Because theyu seem to have too much time on their hands so they can complain inside the company in a very open forum about the fact that the leaders are asking them to dress like grownups. How about doing what you are paid to do? If I were those people I would be worried about jobs.

There were people like this during the VSP three years ago that enjoyed speculation and getting employees riled up! You'd see the usual suspects whispering around the elevator banks!
