3 people working 20 hours of overtime each is cheaper than hiring someone
A reduction of headcount looks better on paper than money spent on OT.
If it's only called occasionally yes. If it's called everyday like at some of the shops then not really. People only work so hard when forced to stay over.
Overtime is cheaper than an employee.
