If your client requires US resources then you can't be offshored. However, they can send your job to Puerto Rico.
but most of it is offshored to low cost centres in the world - no place for employees to work for DXC in USa and Europe. Even if you do join you find that your role will eventually be offshored.
It's (technically) true - then are headquartered in the USA and so are considered to be USA-based.
