How much of the CLEC's business depends on using unbundled network elements?
If I understand this correctly, that business model is going to suffer under new FCC rules:

CLEC market is dead after next January. No wholesale pricing, just retail. There is no financial benefit to getting services from a CLEC. Take a look at the SIP market, anyone with an SBC and a softswitch can become a provider.
