Deloitte resources are now being replaced by Legato with no or minimal knowledge transfers in the middle of Project work. Anthem associates will soon be the next to go and all IT work will be done by Legato offshore. Morale in the company is at an all time low.

I agree with OP. This seems to be the case.
My company was just bought out by Anthem and our leads are now training Filipino Legato workers. How f'd are we? Lots of changes already taking shape and Anthem doesn't even take over fully until January. Insight on all of you who lost their jobs when Legato took over.
Toxic culture. Their annual ethics training is an absolute joke, when it’s not enforced. People who report issues are retaliated against. The IT senior leadership laying off associates in the US, is sending jobs to inexperienced workers that cut every corner they can get away with (and they do!) to Legato in India. They allow workers in India to access our PHI data. Including Medicare and Medicaid. Kind of hard to oppose or comment when those making decisions originate from India and appear to know many of the senior leadership there on a very personal basis. Not to be overlooked is the fact that for one US based employee they hire 3-4 in India, yet they only complete the work done by the one US employee (not even well, because they can’t grasp it).
Anthem stopped truly caring about their members and US employees long ago. The IT leadership is as toxic, abusive and condescending as they come. At least their stock is up and as long as they continue to only care about that and nothing else, the current trajectory will not change.
Legato is the worst company I ever heard of. People just get into it through family links and bribes (without interview/fake interviews). Then they don't even work, just do anything but work and get paid. Only God help the company with these unproductive d-mb ppl hired.
Every month two are three anthem FT employers from a single unit are getting lay off and it is a norm across hundreds of units. Slowly and steadily US citizens are losing the jobs at Anthem.
Pretty much every company swallowed up by Anthem was a better company before that happened. There have been dozens of mergers and acquisitions over the years. You never hear anyone say, "Things are so much better now.", but you do hear the opposite quite often.
We were a much better company before we became Anthem. Trigon cared about their employees. They had work ethic and integrity.
Is Legato becomes anthem soon in India? Of course Legato health technologies is a back office & LLP to the US firm Anthem Inc.

1000 more getting RIF'd in July - they are trying to keep it out of the press - be vocal people!
So does that mean if we have a Part Time position outside of Anthem, if we were to get RIF'd, that we would not get severance pay or anything, or does that only apply if you are taking or not taking jobs within the Anthem Universe?
I keep seeing comments about the lump sum severance going away and it actually went away about 7 years ago. Apparently people don't keep up with this stuff. Just so you know, the current severance plan is always listed on the intranet site for anyone to see - look under Total Rewards on the HR site under My Benefits, select "other benefit plans" and you will see "reduction in force." So around 7 (?) years ago the lump sum severance changed so that payments were made every payday just as in a regular associate. Not so bad really. But this new structure that requires that you submit for unemployment and Anthem makes up the difference is about 2 years old - it changed while Jacquie Wolf and Joe Swedish were at the helm.
Is it going "offshore" If Anthem is bringing Legato employees here to the US to work?

There’s nothing we can do but expose this practice. I doubt anything will change, but bad PR and exposure might help a little.

Legato teams are awful. Complain to anyone you can. Document document document. They refuse to take initiative and clock out exactly at 5. Don’t let them off the hook.
Associates are also being screwed now since the Severance Lump Sum option has been taken away and replaced by this c-appy Supplemental Pay that works with Unemployment Benefits. This company truly does not care about their associates anymore and it’s all about the bottom line.
I heard today another massive RIF is on the horizon.
