It's not just IBM North America. It's UK, Australia, Canada...pretty much any developed country where employees earn a living wage is under threat. Now that IBM is moving into sourcing labor from Africa (with its quickie 'new collar' tech training course) even India is under pressure and seeing layoffs. So maybe the OP mentioned "India" as a proxy for the rest of the 3rd world countries that IBM is shifting jobs to. But yeah, it's happening, has been happening, will continue to happen. Especially after the likely disastrous 2Q results are announced in July.
This is an ongoing goal, yes. This will occur every year.
There is not one single division that is safe. If you work at IBM in North America, you are not safe by default.
