It's last year's New York State Public Service Commission petition filed by Altice to merge with CVC. I know, I know ... it’s already a done deal.
But I read the damn thing. An 89-page petition plus a 30-page appendix. And Jesus Christ.... how this state... this country... allowed this to happen. I won't get into it because it pissed me off. If you read it, you'll know what I mean. It's loaded with "legal-ease" or legal jargon that was meant to make government politicians and lawyers feel smart and look sophisticated. It's what mindless, carbon-based humanoids do.... impressing no one.
Many sectors of concerned citizens and government were involved in deciding this merger deal, which also included the City of New York. And here's their two-cents:
At the bottom of page 21, it states....
"The City made three substantive recommendations. First, it requests that Cablevision’s resiliency plan be made publicly available and shared with local governments, and that we clarify that the proposed condition does not limit the inclusion of additional resiliency measures by local governments during franchise negotiations. Second, the City requests that City University of New York system be part of the workforce development initiative. Third, the City recommends that the low-income broadband program be modified to include “strengthened consequences” should Cablevision fail to meet its penetration targets."
Did you catch the second recommendation? "... the City requests that City University of New York system be part of the workforce."

Under Employment Pilot Program....

The Petitioners (Altice) shall be required to establish a workforce development pilot program with the State University of New York and City University of New York systems to provide a New York State job pipeline to graduates of either two or four-year institutions.

A plan to implement such a program shall be filed with the Secretary to the Commission within 90 days of the close of the transaction.

The program must be launched within one year of the close of the transaction.
In Congress, it's referred to as "Pork Barrel" legislation when you "sneak" an unrelated item into a bill to gain positive votes. This made the merger deal into a feel-good story. A movie where the good guy wins. Iron Man to the rescue.
Oh, how nice.... the puppy in the animal shelter has found a home. Altice wants to help out the college graduate. I guess anyone finishing college is a presumed intellectual. And now the graduate's next challenging frontier is changing a fitting while paying off his student debt on a useless degree.
Forget offering jobs to those who couldn't afford college in the first place. Imagine telling someone to put down those books and start carrying that ladder around?

But forgive me. My mind isn't focused.
I'm just wondering what it would've been like, working with a graduate in Bio-Medicine as you're running a drop during a snow storm? Or, how a Psychology major working on his masters, would respond to a customer when they ask why their bill is so high? An Physics graduate explaining the workings of a bucket-truck and why "the bucket" doesn't fall down.
Or, better yet, a graduate of John Jay Criminal Justice who examines this same Public Service Commission petition, scratches his head and says,
" HOW THE HELL DID THEY LET THIS HAPPEN? "
