I'm not surprised at all... These people only thinks in terms of money. @mdv explained well why they will do layoffs on Dec 25th & 31st if they need to. It's all about greed. Forget about any kind of consideration from these guys...

Waiting costs HPE lots of money in matching funds. They will move to let a lof of people go before December 31, since they specifically restructured the plan to save money when they let employees go before then.

OP, HR don't make that decision. The directive comes from above. We try hard to push out those kind of things, but most of the times we can't do anything about it.
