If the SSL quotas are per grade per team doesn't the manager have a vested interest to sacrifice one of the same grade reports to protect him/herself.

I suspect highly that this has happened. I've seen two engineers in this situation get axed. By all I could see they were important contributors but had crappy managers at the same grade. The managers were held in low regard by the other managers and I doubt they were well defended in Focal.

@fmw No, HR will protect the manager in that case. The failing IC was just a bad egg who needed to go. The manager did everything they could.

good point. The HR logic would be that you took a guy who is performing at your level and made him a low performer so lets fire both of you. You for failing as a manager and him for failing as IC. Only BK and HR are smiling now..
Damn right. If any manager solely depends on their engineers to back his/her ass they deserve to get the boot also.
