A few years ago HR was filled with incompetent cheap labor. Now, Taylor has replace them with hired professional assassins to conduct this genocide . This whole thing was orchestrated like a professional hit job. Elaborately planned down to the talking points given to managers on what to say and what not to say.

Agree with OP. HR has executed superbly so far. Much better at their job than the people who took calculus. Hire more HR.

an IAA might be in order, the brutality of this suggests advanced analytics and big data. Maximize ROI on a hit list, fuzz it through a noisy diverse R+R process. Boom.
HR = human remains. Go to HR with an issue and they will ask YOUR manager what he thinks. They could care less what is fair or honest, as long it passes the legal smell test, and they will tell you that it does pass legal so you wont you wont sue, so take it to your own lawyer. I went to HR with forced overtime issue and they told me my managers version/interpretation was correct. I talked to private lawyer and he said "what law school did they go to''? He sent mail to HR and issue was resolved the next day.... what a scam HR is at intel - total party hacks, wherever they are located
Intel got rid of HR long time ago. They moved part of the work load to unsuspecting managers who are expected to do this job after hours. They moved all HR to low cost Geographies like Costa Rica, further degrading any decent service. In place of what was left they hired a battery of lawyers, who make sure that company is not liable. They are also ensuring that all legal responsibilities are shifted to low level front line managers. The job of organizing events is now an after hour responsibility for low level managers and employees with poor technical skills.
If you run against snakes' pit, the most effective way how to deal with it is to throw down under Eastern Brown Snake, the deadliest snake on Earth. ;-)
