As a 30+ year veteran of this industry, I don't see it as just Intel. It's the entire industry, at least publicly owned companies.
Look at IBM, drastically cut severance pay shortly before doing massive layoffs.
I've worked for a number of large or midsize companies. No small ones.
Small division of a huge company was sold off in one. Some people were paid a large retention bonus to do the transition, and then were let go. Some were allowed to go with the mothership. Most were gone a few years later. Huge company is gone too, brand name is still around, has been through many changes, totally out of the business they were in at the time.
Medium size company I was with was a solid, steady employer in their part of the country. Not a big tech area, salaries weren't stellar but cost of living was low and they were stable. Then the competition started moving jobs overseas and outsourcing, and then so did they to remain competative. First mfg jobs went to right to work states, and then to low wage countries. Engineering followed. Most people I knew there have been laid off. One exception is surprised every year that he's still there.
