Everyone at Citi is an SME

Just an observation, everyone that works at Citi claims that they're an SME. Business analysts understand Microsoft PowerPoint, not economics; developers understand copy/paste code from stack overflow; metrics owners need tech assistance for point/click tableau; HR does... Whatever it is HR does (or doesn't do). I find it to be an absurd joke when so many people refer to themselves as an SME but then are oblivious to industry standards or basic technical methods in their own disciplines. It's part of the fundamental problem at Citi, too many politicians staying how great they are and not enough people that can actually do the work and get stuff done. I hope that if any light comes from this ship-show, it's that the "SMEs" are called out in a sink or swim fashion.

This statement is a bit general. Different Business Analysts have different skill sets. I think what happens is that companies started overusing the Business Analyst title. Now, someone doing Data Governance is called Business Analyst. Same with someone doing Economic Analysis.

The people at citi like to gatekeep their tasks thinking that it cant be outsourced to India for pennies on the dollar or have some ai robot do the job. That is why nothing ever gets accomplished.

Well you're probably referring to a lot of people in O&T. They aren't saying it because some Microsoft product, they are referring to homegrown platforms that are held together with duct tape and chewing gum; also known as APIs... We've underfunded technology so long that we actually do need these people. It's slightly humorous how many risk people got brought on in the last 2 years to point out deficiencies that have been known and ignored for years.
