Haven’t heard of any team impacted by layoffs yesterday. Are the mass layoffs done? Are they done handing out severance and now rely solely on attrition from FOW and toxicity to reduce headcount?

Layoffs will be limited for rest of year for FTEs. Contractors will be laid off and replaced by HIH employees. And yes the hope is that remains drop in headcount will be from PIP/firing for FOW violations and attrition.

No, they are not over. There is a date each month for the rest of the year.
Layoffs aren't over until 20% reduction in workforce, but they are pretty close to that and I suspect they plan to get there by purposefully causing attrition by handing out PIPs like candy and giving out even more meaningless work that accomplishes nothing outside of "staying busy" while in an office.

Maybe traditional severance based layoffs may have paused, but I think mass micro-management based write-ups and corrective action is the next "Phase". I think Cigna is going to leverage the unpopular FOW rules to fire people and save more money by not paying severance, FOW will be the main tool, but they will also use performance metrics and computer monitoring software to look for excuses to fire people.
Also just by making Cigna more toxic, many more people will voluntarily leave which Cigna loves. It saves them more money which David Cordani can pat himself on the back and tell his shareholders all about.
