My department is being revoked and merged into another. I have been offered a new role , do I have the right to accept or refuse the new position they offer me? If I don't accept it, will I get severance?

This is a No-brainer. It looks like no taught you how to strategize. As Post ID: @xng+1qAGqg1D said, accept the new role in Citi. Then see if you like or dislike it. If you hate it, you can always look for a new job.
If you are offered a new role, if you don’t take it, then you are most assuredly are on the list to be let go.
Sounds like "an offer you can't refuse".
@OP+1qAGqg1D accept the role and then start looking for a new job. Severance will cover your expenses for some time, but in the current market finding a job might take 12+ months.
better to accept severance and go. its going to be tough game with Citi moving forward.
