Hi guys, Just wondering, when you apply for internal jobs, will the new hiring manager see the rating and comments made by your old manager? Thank you very much.

The hiring manager can request your ratings for a designated period of time.
Yes you can challenge your ranking and review. You will need to have specifics that were not included by your manager which hopefully were in your review comments. If you are going to pursue advise your manager for next steps. I was always ranked a 1 or 2.....new manager came in and tried to rank me a 4.....successfully challenged and changed to a 3. It was a long process but after raised to a 3 was able to post out with a promotion. Be professional and factual and you will need to move on after the process completes. The entire process really opened by eyes....never had an experience like that in over 20 years in the bank with 17 years as a 1 or 2 ranked employee. And most important HR is not ur friend.
My review was objectively not true. I received good feedback from clients, colleagues, the project met every deadline. Nothing was mentioned at mid-year, and during 1-2-1, last year I received very god rating. What shall I do? If they want me to resign, they can just say it.
Emails, recorded meetings, feedback received from others etc, anything that substantiates your case.

If you leave and apply for a job back at Citi a couple of years later, will the hiring manager, interviewer etc. be able to see your old ratings?

No, they cannot see it. They have to ask the Internal Recruiter to look it up. The Recruiter will share your rating....a 3 and a 3, 2 and a 3, etc. They cannot see notes, but there is nothing to stop your potential manager from contacting your current/recent manager and asking them if you are good, or a problem child.
If you don't agree with your rating, how can you effectively dispute it? Or it is a waste of time?
