It’s the Indian version of “good ol' boy network”. Only a problem if you are not the one benefiting. Corporate executives seem to like the “excuses” so they are doubling their order.
Indians. Majority of those IT folks who come to US belong to a certain part of India. They favor their own. For them, many times, quality matters less but relations do. One may call it racism.

I left the company for a new opportunity. A former co-worker forwarded me an email from management saying that they were replacing my position with "5 classically trained IT professionals" (offshore). It was obviously meant as a slight but had the opposite effect.

Im on a team of 17. 10 are on h1b or l1 visa. 5 are offshore, 3 are us citizens, one of which came from h1b.
Its all by design.
The h1b workers are afraid to say no to insane working hours, push back on bad product designs, ask for raises, or promotions. The managers who are h1b are pressured to crack the whip on their direct reports to work 24/7 regardless of citizenship status.

Indians prefer to hire their own, and since many from degree mills overseas make for bad contributors, we instead make them managers who have actual power in the company to prioritize hiring more Indians. This will only get worse in the next administration with the plan to double H-1Bs.
