The WARN act is not a top limit. Its a bottom threshold. If a company has layoffs of over 500 people in a 6 month rolling period, they are required to give a 60 day notice, otherwise known as a WARN notice.
Besides, over 7k were laid off with a last day of July 31.

WARN Act only allows a max of 500 at a time. That's why they give notices in bi weekly to monthly increments.
